2003 AEP Special Awards

Recipients of the 2003 Excellence in Procurement Outstanding Contribution Award

William (Bill) L. Napier, C.P.M., received the Achievement of Excellence in Procurement's "Outstanding Contribution" award.  The award was presented on January 29, 2004 at the California Association of Public Purchasing Officers' 87th Annual Conference aboard the historic RMS Queen Mary in Long Beach Harbor, California.

Bill Napier is a retired Director of Purchasing for the County of San Diego and a Past President of CAPPO (1999).  As President of CAPPO, Bill presented the concept of sponsoring the AEP award to the Executive Board of CAPPO, received Board approval and negotiated the Memorandum of Understanding (MOU) between CAPPO and NPI.  On December 1, 1999, as President of CAPPO, Bill signed the first AEP MOU; thereby establishing a model that now exists with five other sponsors.

John L. Balentine, C.P.M., CPPO, receives the Achievement of Excellence in Procurement "Outstanding Contribution" award at the National Purchasing Institute's 35th Annual conference in Austin, Texas.  Presenting the award is Wayne A. Casper, C.P.M., AEP Committee Chair. 

John is Past President of NPI (2003-2004) and Purchasing & Contracts Administrator for Washoe County, NV.  John was a member of the AEP Committee for seven years.

Barbara Kuhl, C.P.M., Director, Financial Services & Contracts, Department of Public Works, Pinellas County Utilities, receives the Achievement of Excellence in Procurement "Outstanding Contribution" award at the Florida Association of Public Purchasing Officers' 37th Annual Conference in Fort Lauderdale. Presenting the award is Wayne A. Casper, C.P.M., AEP Committee Chair. 

Barbara is Past President of FAPPO (2001-2002) and a NPI Director-Elect.  Barbara is a four year member of the AEP Committee and signed the MOU establishing FAPPO as a sponsor of the AEP.
